Demo over Defilement

Isiolo, March 16,2011 – Hundreds of Isiolo town residents held demonstrations Wednesday, demanding action against a provincial administrator accused of defiling an underage girl pupil.

The irate residents who first sought audience with Isiolo central district officer before their match to the local District Commissioner’s office was broken by anti-riot police claimed the assistant chief had for the past two years defiled six girls.

The administrator from a sub location in central location has allegedly been getting away with his errant deeds, they said, adding that the latest victim aged fifteen who was his domestic worker was defiled last Friday.

The girl’s father, Mr. Kaberia Kaibi, said the assistant chief allegedly defiled the standard six girl who doubled as his house help as she attended household tasks at his home in Kiwanjani estate.

The demonstrators who included the girl’s family, relatives, women and children rights activists demanded action on the administrator saying members of the public will be compelled to take the law into their own hands if no disciplinary measures are taken against him.

Isiolo OCPD, Augustine Nthumbi, confirmed that a report over the allegation had been made at the Isiolo police station but the complainants had not turned up to record statements.

Nthumbi said the girl was taken to Isiolo district hospital on Saturday where she was treated. She also obtained a P3 form.

However, he said no injury or spermatozoa was found by the medical team to indicate that that defilement took place, but added that investigations into the incident is in progress.

A child rights activist Ms. Rael Mukoruru, called for action not only regarding the defilement allegations but on child labour involving girls from poor families who are pulled of class to be engaged as house-helps.

Isiolo DO 1 Hezron Koech said his office had received the complaint and that investigations had been started to ascertain the allegations. Koech assured that appropriate action would be taken against the administrator if found guilty.
